Can these pages go live as-is?

No. They are noindex staging pages. A live site still needs approved business details, real photos, verified claims, and final Mark GO.

What makes a page count as meaningful?

It needs a distinct intent, useful content, internal links, and a real purpose for visitors. CSS, XML, image files, and thin placeholders do not count.
